What's The Plan Stan

From NY Times

Even as American forces are relying more on Iraqis to fight the insurgency, the Iraqi Army is facing some of the same procurement problems that American troops have experienced in getting adequate armor and other equipment, according to interviews in Iraq with American and Iraqi military officials. But if the Americans have faced an uphill battle in getting vital gear - their shortfalls continue to this day - then their Iraqi counterparts are confronting a herculean task.
The biggest shortage is in fortified vehicles. Unlike the Americans, the vast majority of Iraqis have neither armored nor unarmored Humvees, and are still having to navigate the booby-trapped roads of Iraq in pickup and flatbed trucks.

This brings up a couple of questions for me. 1st is there maybe a better way to spend our money on this effort?
Second question do we really want to be giving Iraqis armoured vehicles et al?

When will we have a plan that works?

The Donkey's plan is to get out the troops. The Donkey did not want the troops to go there.

I don't want the troops there, either, but know we can pull them all out immediately. To begin with, it would be impossible. Also, there needs to be some kind of plan for withdrawal, but I hear that Bush wants to send even more troops over there now. We need help from NATO and the U.N., also, but of course our idjit "President" appointed the infamous Bolton to be Ambassador. Kerry says we should withdraw 20,000 by Christmas. I'm with him, but then I always am. :-)
Also, where is the money for the bird flu vaccine coming from? I don't think this is going to be the pandemic it is hyped to be. I've read that it isn't being spread human to human yet. The countries where people are getting this have horrible sanitation problems that we don't have. I think that like the Alito thing, it is a way to distract us from talking about the war and Scooter/Cheney/Rove and the outing of the CIA agent. Let's get back to what's really important-convicting and imprisoning the treasonous war criminals who are selling our country down the river.
Also, my son, Michael, has come up with a neat name for our dear leader-President Dick-Bush. I gotta like that one.
Also, have you heard the jokes Letterman is making about the rats in NYC? Thanks to LBJ, much money was put into rodent control efforts, esp. in urban areas. My mom's aunt was a Public Health nurse years ago, and she said that parents in the inner cities used to have to sit up at night by their babies' cribs to beat the rats off with brooms. I have no doubt this is true. (Being morbid and hating rats with a passion I read a great book about rats-ugh! "More Cunning than Man...")
Anyway, am wondering if the Bush Administration has stuck it to the poor (again!) by reducing funds for rodent control in urban areas (I forget which Dept. that is in.). I don't imagine that The Bu$hrat as I call him has a problem with the poor living in rat infested buildings. It's not like he can't hire an exterminator (Tom Delay?) to come out to the ranch. Right?
